Paris has a reputation for romantic sophistication and tolerance of extramarital affairs that tells you something, but not quite what you might expect, about the CNM scene. The French cultural tradition around relationships is one of privacy and discretion rather than community and openness: affairs are tolerated precisely because they're not discussed. This is quite different from the consent-and-communication framework that underpins modern CNM culture.
The contemporary CNM community in Paris, people explicitly practising polyamory, open relationships, and relationship anarchy with mutual knowledge and consent, is smaller and less visible than in Berlin or London, but it is real and active. It's concentrated in the arrondissements with the highest densities of artists, academics, and the international community: the 10th, 11th, 18th, and 19th on the right bank; the 13th and the broader inner left bank areas.
Paris also has one of Europe's most established libertine scenes, the French term for the swinging and open sex culture that operates through clubs, private parties, and dedicated venues. The libertine world and the modern CNM/poly community overlap but are distinct, with the libertine scene having much deeper historical roots in French culture.
Language is the primary practical consideration. English is spoken in international circles and within some CNM community spaces, but the majority of the poly and libertine community operates in French. For non-French speakers, navigating the community takes more effort than in Amsterdam or Berlin, where English fluency is essentially universal.

The community is small enough that attending a few events gives you a real sense of who's there.

Paris's large anglophone expat community, students, professionals, long-term residents, has produced English-language poly meetups and social groups that run alongside the French-language community. Practical notes
Language
French is the working language of most CNM community spaces in Paris. English is understood in international circles and in some community spaces, but assuming English fluency is not reliable the way it is in Amsterdam or Berlin. Privacy culture
French culture places significant value on privacy in personal life, what happens between consenting adults is understood to be their own business and not subject to public discussion. The libertine vs poly distinction
In Paris, it's worth being clear about which part of the non-monogamy spectrum you're navigating. The libertine world (sex clubs, private parties, couple-oriented swinging culture) and the modern polyamory/CNM community are distinct communities with different norms, different vocabularies, and different social expectations. Both exist and are active; they are not the same thing and do not necessarily overlap.
